Terrible bedroom ceiling leak and the landlord isn’t doing anything.

My lease will be up in the middle of May, but since November I have had a terrible leak on my bedroom ceiling. They supposedly fixed the problem (which I was told was the apartment above me, their leaking radiator) and then plastered the cracks on my ceiling. Not even a week later, the problem came back. A few weeks after that they came to paint the ceiling, but I told them that it was leaking again, so that will do me no good. I constantly told them about this problem. I give them days and hours in which I will be home, so they can make the necessary fixes. (I exercise my right to be home if anyone is going to be entering to make those fixes.) I dont know if their maintenance department intentionally come at times I am not home or don’t come at all….but I can say I have not gotten one "missed appointment notice". I want to know if I can either get a reduction in rent or PREFERABLY break my lease with no reprocuctions. Thank you. Also, if you can tell me the steps to follow and maybe a link proving you’re suggestions relating to my rights.

To withhold your rent, you need to put it into an escrow account in court. To break your lease, you need to talk to an attorney. So everything legal has a process. If your landlord is not doing what he is supposed to do, you can file a complaint against him or you can sue him. If you file a complaint, do so with a mediation company like the RPA.
