The ad said free heat, it’s not

The rental ad said that heat and gas are free but the lease says we have to pay for heat and gas. The landlord told us that it was included in the rent but he collects for the gas anyway in the total utility bill.

Can he do that, is that bait and switch? I never would have rented if I had to pay for gas and heat. That same ad was updated last month and still says heat is free.
