unfair HOA fees

I CURRENTLY OWN A CONDOMINIUM AND HAVE COME TO FEEL LIKE IM PAYING WAY TO HIGH HOA fees. Which come out to $260 per month. However, nothing ever gets fixed. lights are always out, pool is never kept up to safety standard to be allowed to be opened. the owner of the property owns 70% of the condos. So during yearly community meeting, he always wins the vote do to how many co0ndos he owns cuz each condo counts as one vote. i think thats very unfair and has a monopoly on the voting system. Another concern is that, the owner has some kind of lawsuit going on with himself. Something about insurance and roofing replacement for the condo community, which i am not 100% sure why. However, the last meeting they had(which i never received a timely notice to attend that meeting),as agreed for each unit to pay $1,500 in attorney fees. However, that goes to the owner always having the majority vote.. its come to be very frustrating and have no clue what to do now.. please help.
