Verbal move-out date from unsafe place

I had a month-to-month lease agreement for an apartment with two other tenants down the hall but no one below us.  Criminal acts started taking place in the area, and I was concerned for my safety.  I complained about the lack of lighting in front of the building where I had to park and bulbs continually being stolen on the side of the building.  About a month later, gas was siphoned from my vehicle and my neighbor’s car was stolen.  The neighbor and I both suspected the other neighbor of stealing her car or having something to do with it.  I called and complained to the property manager.  The suspected neighbor became mentally unstable and I had a run-in with him, had to call the cops.  I left a message with the property manager stating my need to move out asap and she still had not called me four days later.  I contacted her and she verbally agreed to a move-out date before my lease was up.  I asked her at least twice, what paperwork I needed to fill out and when we could meet to do a move-out inspection.  She said nothing else was needed.  I moved out before the date we agreed on, cleaned the place better than when I moved in and she still sent me an accounting document refusing to refund my deposit saying I owed them money for lock changes, rent after I moved out, cleaning, forgoing the agreement we had.  We went round and round and she finally agreed to refund my deposit.  Then, she came back and said the owner would not allow this without proof of our agreement…phone records.  I don’t have the records and now I’m stuck.  Do I have any rights here…what can I do?
