What to do when house floods & landlord say oh well maybe you should move?

Woke up to a flooded house, Pipe under house broke,Landlord says Told you house was old, Should have moved when Heater broke Months ago. We have lived here since 1990, He never fixes anything right but have stayed because he never raises rent. We have fixed things ourselves in most cases but this is over what we can do ourselves. What can we do? Can’t afford a lawyer.
