what to do with a problem neighbor

I don’t know what to do about my neighbor. I though of tons of things but I don’t want to get in trouble and I don’t want to go to the cops cuz they never help anyways. I love my place. Best place I’ve lived sense I was young.
She’s making all these complaints which are lies to my landlord and other people that I don’t even talk to. She’ll never say it to my face but she’ll said it loud so I can hear her. I have to keep all my shades/blindes shut becuase she looks in my windows to see where I am in the house. She’s nosey. I go to sweep outside my door and she’s watching out her window. Same if I go to do laundry, empty the garbage anything she is right there up my ass. I can go on and on but that’s most of the basics. Everyone tells me to ignore her but it seems the more I ignore the worse she gets. I don’t want to go to the police like I said becuase 1. I have no proof and 2. that’s what she does. I’ve told my landlord and all he says is well…her and her husband are having problems. Well that’s not my problem. basically he just sticks up for them. All I want them to do is leave me alone. sad part, I don’t even know her name. How f’ed up is that? Can someone please help. I’m losing patiients. I don’t know if this matters but I’m 26 and she’s has to be in her late 40’s early 50’s.
