without heat should I pay full rent?

My children and I have been without heat for three weeks of this month. 1 week of this I had company from out of town with two small children also. My landlord did not send a heating and cooling co. they sent the maintenance man who didn’t know anything about pellet stoves, then someone else to take off a part that may be the problem, which I had to wait for for a week. Finally three weeks later they sent a heating professional who fixed the issue within 20 minutes.. My question is do I have any rights to not pay all of my rent??
