i lived in an apartment 12yrs. The mangement is saying i have to pay for carpet damage of 250. Is this true. I\’ve been told that the complex has ti change the carpet every 8 yrs.

 i have been dealing with noisy neighbors for months now. my landlords gave them a ten day notice when the noise started  five months later the problem is just worse. do i have the legal right to ask for my rent back? if so how far back am i allowed
