600 electric bill for electric heaters that do not heat the home.

I moved into a house that is around 1500 sq ft. Our first SDGE bill is over 600 dollars. SDGE said it is caused from these electric heaters in each room that the rental company had installed before we moved. We hardly use them and they do not do an efficient job of heating the house. We cannot afford this much and we are still so cold its hard to live in. What can I do? We are in San Diego.
