security dep.

Is it fair to charge me 2months and a half if I move in in the 15th if I gave up 1250.00 for security dep. only because I didn’t have my reciepts of paying rent from my other apt. I could’nt find them and I had them to talk to my landlord and he told them I paid my rent on time every month so why do I have to pay that when I gave the sec. dep.?
