Bedbug problem, manager wants me to pay for treatment

I have been living in this new apartment for the last two months. The manager and the incepection found out that my apartment has the bedbugs. I was not aware about bedbugs and manager has asked me to move out verbally. There is no written notice. I have never gone through this problem before and manager is asking me that I have two options: either to move out and pay for all the cost that occurs due to breaking the lease or pay for bedbugs control cost. I am in trouble and who should be responsible for the cost associated with bedbugs? Should I move out? I really need help in this matter.
