heat where are you

I have lived in this apartment since October; first they did tell me this apartment was gas heat, they said it was electric(all).  Second there has been problems with the heat.  I have it on 90 and it only registers 53-58 maybe 60 if we are lucky.  I have had the landlord’s superintentent(a joke) fix it four times.  He changed the thermostat; blew it out; brought some other guy who is supposed to be an electricial and a plumber but has no licsense(I have asked).  I called once again and he and his superintendent ignored me and we had 55 degrees in our house last night.  My son is scared because he thinks we will have to go to a shelter since we have nowhere else to go.
