problem with repair

I live in a manufacture home park,i am buying the home,and pay rent for the lot. Thetre is a grund water problem,water collects under house when the rainy season comes. i a am having a proplem with the landloard fixing the problem.I have been here for over 4 years andit happens every year.I asked about a ground water problem when i first moved in,and was told that there was not a ground water problem in this park.I have a bad COPD problem and for nine mounths out of the year the under house it is wet .Can i make the land loard pay for a moldand meildew inspection and what must i do to get the landload to make repairs
