What you would like to ask? nuisance neighbors

There are several neighbors that dismiss lease policies, and the landlord is not one to care and unless it benefits him/her. The one question is neighbors are to be respectful, however, what I need to know is what can be done about neighbors deliberately bringing their pets over to your rental space and having them do there business and have no regards to your displeasement and does not care to cease the problem?
