Landlord hasn’t repaired septic system

The leach field in our backyard started flooding during the summer. We informed our landlord right away, so a few weeks later he sent out someone to inspect. During this time our 3 children could not play in the backyard because it was not safe, and it smelled horrible. The inspector determined that the entire sewer system would need to be replaced. The cost would be between $15-$20 K. We’ve asked the landlord about this several times since then and we always get the same response- "it’s going to cost a lot of money, so he is getting quotes from different people".
