what can be done?

I have a client that the day before her family moved into her new apartment, the water heater broke and soaked carpets. The landlord had someone come in a suck up all the excess water possible then put fans onto the carpet. Since that time, mold has started growing on the walls above the baseboards. Each time it has been reported to the landlord, a cleaning person has been sent who sprays with a bleach mold and mildew spray, but it keeps coming back. My client has asthma and is allergic to mold and having a rought time. In addition, she has three small children all under the age of 4. Please advise.
