Mom’s NYC apt.

My wheelchair bound mom was sick for several years and I had to move in with her in order to take care of her.  I lived here for more than 2 years with her because I wasn’t approved for night care for her and she could not be in her apartment alone.  ( Wheelchair and Alzheimers).  SHe passed away and I was given a lease but not under succession rights.  It was offered to me as a new tenant with a new tenant increase.   This is a 42 apartment apartment building and she was rent stabilized and had Section 8.   She had Section 8 and I attempted several times to have them fill out the form to put me on the lease but they refused.  My rent is 16.5% higher and they did not fix anything in the apartment.  

Do I have rights to fight the rent increase even though she was Section 8 and rent stabilized.
