family of 4 living in small one bedroom

is it even legal to have both parent,teenage kid and small child in one bedroopm that fits for just 2 people to occupy??plus the fact that they always keep both kids locked in the home, is that even child abuse of some sort. even during the hot summers the doors are closed as well as windows,what are they really hiding in the small apartment??
