landlord use my deposit to replace carpet to vinyl

my landload refused to return my deposit, because he used it to "replace the carpet to vinyl".

I read the local law which allows landlord to use the deposit to "restore the dwelling unit to its condition at the commencement of the tenancy, ordinary wear and tear excepted". Obviously, what my landlord did is not "restoration", but "improvement".

I thought what he did is illegal. Any similar case? Will RPA help to win this case? Will RPA represent me if we have to go to a small claims court?
