can he do this to her

My daughter and her boyfriend entered into a verbal agreement to rent the room from the person living there the (tenant). My daughters boyfriend decides he wants to date sum-one else and kicks out my daughter out on the street she had no choice but to leave her clothes and other belongings there for a couple days. Today she went to go get her stuff she loads it up and he takes her to where she is staying but refuses to give her , her stuff now cause he wants the phone back that he gave to her cause they were together and took it back to the place they were living and is threatening to burn all her belongings in 30 days, if she don’t give the phone back that was a gift, but now wants to give it to the other girlfriend. I don’t think he can hold her stuff but need to know what to do. Can her boyfriend do that?
