landloard issues

i moved into my appartment in march of 2013 and they had left matress and couches here. also i found bed bug spay and was told by landloard to look for bedbugs that was all that was said,i treated and paid for all the bombs and spray i bought 3 diff. times and informed landloard several times that there was a problem she just gave me bombs for my house yesterday for the first time on 7-27-13 1 box also she told me she has to do an inspection on my house and that i needed to clean my house she has not been in my house and my house is clean,when my neijbor 2 doors down moved july1 2013 his house was infested with cockroachs and they spread to my house i also told her that no responce,i have never had bugs like this in any of my houses i have lived in ,and the people that lived here before told us they had bugs the whole time they lived here. is there any way i can get my money back i have to buy all new bedding and furniture i have paid 2525.00 since i have been here not sure what to do
