Recurring bedbug problem in building; no bedbugs in house!

Hi there, my housemates and I currently rent a basement apartment in a multi-apartment building in Boston, MA. A particular unit in the building has got infected with bedbugs, and we have been facing continual notices to shift out… twice this month already! As we are not the infected unit, but merely chosen because the bedbug problem is feared to spread, we are formally objecting to this coming round of pest control treatment again. How do the laws apply in this case since we are not the direct ‘dwelling’ apartment with the problem but just an unfortunate victim in the building? (Is withholding rent an option? Or exercising the Fourth Amendment?) Thank you very much!
