ANTS TWO NEWBORNS IN HOME… FEAR FOR THEIR SAFTEY

I was wondering who is responsible for pest infestation. We moved into a house about a week from today. AFTER moving in we noticed ants everywhere coming from what it seems to be under the new carpet. We do not have the money for an exterminator. This is something that the landlord had to of known prior to taking our money. We are not dirty people so its not from us. We noticed millions outside in huge piles by the house afterwards and we brought the dirt looking stuff you put on the piles but that has not helped. We called the landlord several times and left messages but he will not reply. What do we do. What are our legal rights. I dont want my newborn in danger. They irritate us (the parents) as well but im more concern for my 3 week old daughters saftey. The carpet is brown to make things worst so they are very hard to see. Please help.
