Apartment bugs

We’ve got and infestation of apartment cockroaches.  How can I get landlord to take care of apartment bugs?  We paid for the rent and deposit of a property in OKC. Just before the move in date we did a walk through and discovered that the home had mold, cockoaches and grout problems. We tried getting them to fix the problem.  An exterminator was sent out for the pest control, a poor grout work was done in the kitchen but they merely painted the window and knocked a couple of nails to seal the window shut. We have on numerous about the mold but the landlord merely says that it is not mold. I have asthma, my fiances daughter has respitory problems and i have a 8 week old baby. I just want the house to be in healthy living condition. the lanlord is just reluctant to do anything more about it. Although we have not moved in as i did not want to get any mold on my stuff, the lanlord will not refund the deposit or prorated rent. We even went as far as to tell the landlord that he merely had to put it in writing that he will take care of the grout and mold problem should they arise again, but he refused. Is this legal?
