Application on a renewal of the lease?

Needless to say we have had several issues with the landlord.  We renewed the lease in December 2011.  Today I got a letter stating to fill out application and once approved THEN he will send back signed lease.  Are we legally obligated to fill out another rental application when it was already approved when we first moved in over a year ago?
