bad water smell and leaking roof

My daughter and her 3 small children live an older home. The water had a foul smell when we were cleaning up the place for her to move into. The landlord said it was b/c the house had been empty for awhile and should clear up. 8months later and Culligan treatment system(which I pay for ),we still are not sure if the water is safe to drink. Now with winter here the roof is leaking all over the bathroom and the wind in whipping the curtains from gaps in the window frames.

We have covered the windows with plastic and bring in drinking water, but the leaking cieling is making it dificult to bath the children and even go to the toilet is difficult.

What can she do leagally ????

since april 10th there have been 5 water leaks in the ceiling of my apartment. the ceiling is falling own. the water is so much i have to change the big clothes buckets sometimes every 2 hours. pouring like a running faucet. i told the landlord that same day. he came week later just looked at it and left. i have not been able to live there since then and also been hospitalized. what should i do.
