bed bugs in a fellow tenants apartment

My landlord is going to try to eradicate the bed bug problem in one apartment with a bug bomb, all this will do is move the bed bugs out of the apartment, instead of her paying the 1200 dollars per room required to remove the problem.  is there anyway to stop her?
