being forced to pay carpet cleaning

My daughter lives in a student apt. complex in San Antonoio texas. We are about to move her out and the manager now says we have to provide a receipt that the carpet has been cleaned. There are no stains or worn areas and my understanding is we can only be charged for anything other than normal wear and tear. She has lived there for 12 months. the manager states it was clean when we moved in so it has to be clean when we move out. She also stated they do not use or follow TAA lease and rules but I told her if this is a state law she has to follow it so where can I find proof of this if it exists?
