Blocks Driveway

I have  a landlord who is a relative.  He asked me to move in in December 2010, because I was going through a divorce and he needed a tenant (for he had just bought a duplex). He quoted me $800.00 month.  I kept requesting that he give me the documents in writing.  By this time, I moved in and he quoted me the price of $1325 month for two bedroom.  I was limited on trying to find another place, for I have two children.  I agreed to it.  

Since then, the landscape and grounds are horrible.  He has purchased a dog, that deficates everywhere without the landlord picking it up.  The grass was beautiful when I moved in, and now it has died and there are birds and insects everywhere.  To make matters worse, he has purchased a very expensive fence and blocks the driveway with his car. I work early in the mornings, and when I call he doesn’t answer his phone; therefore I have to bang on his door.  The gate is very heavy, and he doesn’t want to get out of the car, and open it.  
Here’s my question:  Can I pay for a gardener and deduct it from the rent?  What can I do about the feces in the yard?  What can I do about the landlord and his slumlord antics??
