can i recover rent paid  if i was renting an unpermitted and substandard home.  several illegal dwellings are being rented on this one property.

Did you signed a lease for it? If you’re so inclined that its an illegal apartment you should report it to the local authorities or you can simply file a complaint through RPA.http://www.rentalprotectionagency.com/complaint_center.php.
