can my apt manager do this?

Ok I have a question, I just want to know can my apartment manager curse at children who are outside after school walking to a resident’s apt and accuse them of loitering? Also, I have seen the apt manager walking and holding hands with the maintenance man and coming from empty apts, seems suspicious to me and they were adjusting their clothing Im afraid to mention anything but should I move just for these reasons?
