can my lanloard do this

I live in a house with another so called second little house in the back that hes renting out as a second little apartment anyways my address is 127 and the back house is 127 1/2 but the mail man said that there is no such thing there is no 1/2 in the address we have been told anyways our pg&e bill is all together on one bill there is only one meter and im having to foot majority of the bill because my lanloard says i live in the bigger house how could he tell our usuage apart who uses what and if i dont agree to paying pg&e like this would he have to put two seprate meters and how could.he read who uses what

Hi! What does your lease say about this? If it stated on your lease that the utilities should be split in half then you must only pay half of the utility bills. You could also ask your landlord to have another meter that way you will be sure that what you are paying for is correct. If he refused to do it then you can file a complaint against him.
