CAN MY LANLORD REFUSE TO PAY

 HELLO I HAVE HAD ROACHES IN MY HOME SINCE I MOVED IN OVER A YEAR AGO. RECENTLY I HAD TO TAKE MY DAUGHTER TO THE ER TI HAVE A BUG REMOVED FROM HER EAR. I HAVE CALLED MY LANDLORD AND THEY SAY THAT IT ISNT THEIR RESPONCIBILITY TO SENT OUT AN EXTERMINATOR IS THIS TRUE?
