Can my previous landlord charge for. . . ?

Can my previous landlord charge me for painting and carpet cleaning after I moved out? I was given a list of things that was to be done before vacating the apartment and complied with the list. Now I am being told that I have to pay, above the deposit and pet deposit, more because they had to paint the ceiling, which I had painted, and clean the carpet. It was my understanding they had to do this stuff before they rented the apartment.
