Carpet Repair

I am a new renter. We recently rented a home that apparently has had pets with the previous tenants. Once we moved in pet urine odors became overwhelming. We pulled up the carpet to find extensive damage all the way down to the subfloor. stains by the hundreds in just two rooms. The landlord wont replace the carpet. What options do we have. Is there any reason the Landlord is required to replace it? we have a newborn baby and a 3 year old.
