complex rent is due on the third of every month

In my apartment complex rent is due on the third of every month and when I went to try to pay rent on 7/3/11 the office was close. there is a night drop box, but I did not want to use it because in the past, in other apartments, my rent check was missing and there wasn't anything I could do so I had to pay double my rent for that month. I did not receive any letters from my apartments stating that the office was going to be close on the 7/3/11. now they say i have to pay the extra charge, can i refuse to use the night drop off box and if so can the fee be waved?
