Excellent Tenant Given 20day – Denied Transfer to other unit

Landlord doesn’t like me for whatever reason. Been here 4yrs.  This time the new manager (new of 1 month) said he would give me a new 12month lease but gave me a 20day vacate notice since my lease is up.  This is legal I understand.  I have never been late, never had a complaint, nothing… I told him I understand my lease is up and I am giving back the apt as per my lease and the 20day notice.  I told him I would like to lease a different unit.  He said NO, I gave you a 20day.  I responded with…the 20day either one of us could have given eachother based on my lease ending.  He cannot refuse to lease me a apartment in the building can he?  My understanding is he has to treat me the same as anyone else.  I wasn’t evicted, I wasn’t late or a problem.  He’s trying to tie the two together.  This is a fair housing issue isn’t it?  He said he made a decision that I am not happy here and I need a fresh start.  It’s not his choice for what makes me happy.  It’s not his choice if I have a fresh start.  He gave me a 20 day cause he was able to do it without cause and get away with it.  He just hates me and doesn’t like his wife talking to me.  The 20day isn’t so he can kick me out and deny me another unit.  He just used it againsty me in a malicious way.  I’m a model tenant.  SHould I call fair housing? I live in Washington State.  He also came from the Easdt Coast where laws are different maybe?  He said don’t even think about calling Fair Housing cause I’m a bad tenant anyway.  Such a mean person.
