Excessive tobacco smoke floating into apartment

I am currently on my third month of the lease. Beforesigning the lease i visited this apartment complexe 3 times.  I seen no one smoking and no cigarette butts.  however, the day i moved in i noticed the cigarettee smoke coming in.  The person directly above me and an elderl lady to the left smoke outside on the patio every day all day.  The worst part is the guy to my right, across the hall he smokes like a chiminey inside.  This comes right accross the hall an into my aparment.  I am constantly barraged by cigarette smoke.  I have been talking with the owner/manager since i moved in.  She kept telling me different ideas she had about moving people arond so smokers and non smokers were in diffrent areas.  She needed time.  She never got back to me so i called her again.  She asked me to varify the apartment numbers that were smoking, as she was confused by the descrption. Afte 6 phone calls she had a maintenance guy put weather proofing on the hallway door, it didnt help much, some really ceap attempt at weather prooing.  As odd as it sounds i think the owner is a nice lady so i dont want to cause issues or get into an argument with her.  Howeve, this is just to much, and i feel i have given plenty time to find a solution.  Even offered to switch aparments.  She says she cant do anything about it now.  Ontop of this i had a major insct problem, andnow my water smells like eggs.  I read this is a sulfer problem possibly, just so many i havent called on the water because i feel like i am almost at the point of hurassing.  But im not.  I would like to know what options i have left.  As well as if and how i can break a lease.
