Helpless and living with Bed Bugs

I have known about a bug problem in my apartment since the 1-2nd week that I have lived at my residence. I noticed bugs which I thought was normal since the apartment was empty before me. I started noticing bites and I kept seeing strange bugs on my bed.


I called the complex as soon as I found out it was bed bugs(I did not know what they were and it took time to figure this out) and they told me since I did not notify them withing 48 hours of my move in, I would have to pay the extermination cost.

It has now been 6 months that I have been living with these pests and it is aweful. I can tell the apartment does not care and I am positive they are lying to me when they say they have had no reports of bed bugs in the past. They said they had new carpet added(suspicious) and fresh paint and that this is something I have to deal with because they are not at fault. 

They had a pest inspector come out and check and he confirmed it was bed bugs. Not ONCE has the apartment called me to notify me of ANYTHING. The third time I called to complain they told me they never heard my complaint and that I had to deal with it. They even said I signed a bed bug adendum(I do not remember this), I do not have proof of this unfortnately…

Is this true? What can I do? I live in Houston Tx.
