Landlord disconnects water/ gas for late payment

I rent a room in a condo. The owner wanted money for the water bill which was for over the past 2 months. The owner just cut off the water in the whole house today (as he has done in the past and even with the gas back in May). I had told him that I would pay him on Nov 24th when I got paid. He sent me an email saying that was not good enough and promptly turned off the water when I was gone to the store for groceries. My rent is paid up current. I even pay the monthly Internet bill for the whole house as well and have for the last 3 years. I understand that there is a Board that governs the rights of renters regarding this very situation. Since he has done this in the past (May for about 10 days gas & water), what are my options and how do I file a complaint?
