Landlord giving me a hard time about receiving refund for my two months advanced rent and two months security depos

 i paid 6 monts rent upfront… we both agreed i would move out end of june…he knocked on door on the 39th to see if i was leavibg, i said yes as long aa u have my $, he said yes not giving it to you until your out and i inspect the place…took his word, he went into apartnebt while i was moving last truck, texted him sayini was comming back for my cable box i provided him(free uverse for him) and the money…he said he was not giving me my money until "apartment was gixed) the walls needed paint when i movied in and he said to do it, 2 weeks prior to moving he told me dont paint or i ill charge u more for havibg to do it over and right and that  after repairs made if anything was left of the $3100 he would give it to me…what can i do?

Your landlord cannot deduct nor withhold your security deposit if there are no major damages made to the rental unit that is beyond normal wear and tear. The best thing you can do right now is to file a complaint against your landlord. You can file your case through small claims court or you can file a complaint with the RPA. filing a complaint with the RPA is much cheaper though. Good luck!
