What does it take to replace a bulb?

So I am a widowed mom/renter at current property since May of last year. I am definately “pro-active” when comes to caring for my son, myself and the property we riside in. I have photos that attest to the fact that previous tenants did much less “up-keep” than we do… maybe that should have been my red flag that the property management was less than “care- full”. I have just requested help with 1st time replacement of exterior, garage “lantern-lights”. I have already gotten up on my ladder to inspect the fixtures and find the kind of bulb in need (bought them), but I dont see where to get in to the fixture! I decided it was a Safety issue to not have these exterior property lights, lit, so I asked property management for help. They call back and say it will cost me money to have their handyman come out and show me how to do it but they don’t know how much. I want to know if this is somewhere in “fine-print” that I can’t find or this is some legal management protocol that I am inexperienced in?
