Landlord put a bill in my name i want out of my lease

I live in Utah, weber county if it makes a difference. I want to terminate my lease but  I am extremely nervous about it. Late winter just before spring actually the landlord had some insulation put in because the gas and power here is outragous and it didn’t have much insulation, well he wanted the tax credit from the gas company which leads me to my problem. He put the insulation bill in my name without my permission or knowledge, I don’t feel comfortable living here and I just want to leave but I don’t want to leave. What are my rights in a situation like this? I don’t really know what to do I posted this question on yahoo answers and someone said it was identity theft. I just don’t think it should have ever happened. Also I have asked for the receipt and he said his wife mailed it off but they said that his wife put the wrong address on it this has been goin on since march or april. Also I am on the lease with my mom and my husband would they be able to get out of the lease for this reason too? please help. thank you
