Landlord Repairs

I live in North Carolina, what are the landlords responseabilities…

I came home Monday after a heavy rain to a flooded basement apartment. Landlord is cheap, but is gonna fix my apartment, but it will take some time about a week to 10 days. I work as a live in Nurse, so I’m only home 2 days a week…who pays for my hotel room. Landlord offered me the use of he’s home basement, because it has a bathroom and shower…(did I say cheap?) Do I have to accept that? I pay my rent and I’m current. Then he said that I should go to my mother’s on my days off (she lives 45 mins away, I live and go to school here….I said cheap). What are my rights?
