Landlord won’t fix the heat properly

I moved into my house almost 2 years ago and from day 1 the heat and air conditioning has not worked properly. My landlord sends the same person out to fix it and I keep being told that the filter needs to be changed. I change my filter every month when I pay my electric bill so I know this is not the problem. The only way I can keep my house heated now is to turn on the emergency heat and I know this will raise my electric bill. My landlord told me that it was "normal" to have to use the emergency heat when it is extremely cold out. I don’t know what to do or what my rights are. Can someone tell me what I can do about this and do I have to pay my full month’s rent?
