Mold/Mildew from from flooding

We have lived inour home for over 6 years…until a month ago, every time it rained (or when the neighbor’s above & behind us water lines broke…twice) the finished garage and office flood to an extreme.  Have recently found the source of the leak but the carpet and walls in the garage are reeking of mildew and mold is on the walls and some of the funiture.  I have notified our property manager and showed him the problems and let him take a big wiff (he finally showed up because they had to replace our roof and he was checking on that…not my flooding complaint).  So far nothing has been done.  My kids use the garage for their homework/photo studio, etc…(there was finished carpeting in the garage when we moved in…it has not been used for cars for who knows how long…certainly not since we’ve been here and the carpet was not new).  His question was only concerning putting a car in there (i might add the garage door sping broke years ago so can’t even open the big door).  I emphasised that putting a car in there was not the issue but rather removing and replacing the carpet and replacing the damaged/moldy cabinets, etc.  So far nothing.  Also, the tiled floor int he office is destroyed by the years of flooding and the book shelves ruined.  Floor definitely need to be repaired.  What to do??  Thanks for nay advice…
