Neighbor with loud muffler

I have an inconsiderate neighbor who has one of those loud aftermarket mufflers that try to make a small car sound like a race car. I get woke up every morning between 5 AM and 5:45 AM, I have complaind to my property manager and she insists it is a police matter. I explained the laws about a tenants right to quite enjoyment of their property, and nuisance neighbors and the property manager still refuses to do anything about it. What are my options? I live in Naperville, IL.
