Noise from broken AC compressor on Roof of Bedroom

Loud noise from broken AC compressor on the roof of my bedroom has made it impossible for me to sleep. I’ve been sleeping on the couch. They said they would fix it but I have seen no progress for over 1 week. Everyday I call, they say they will fix it that day and nothing happens. I dont know what to do anymore. I have not had a comfortable sleep in over two weeks and I’m exhausted. I want to know who I can take this case to.
