NOISY UPSTAIRS NEIGHBOR!!!

The  woman upstairs has been a problem since I’ve moved in almost 3 years ago. At first she tried to keep the noise down,but after hitting my car and not paying for the damages,she has become a threat to my health. I complained to management and they said her children were protected. My complaint is not about the children,it is about a grown woman who stomps across the floor any and all times of the morning,afternoon and night. Right now her music is loud enough where my head is throbbing. Other than moving,what actions can I take? I need a serious answers,because right now,I am at my wits’ end.
