Paying for water

I have a question regarding paying the water bill…as this is the first time in the 25 years I have rented I’ve been asked by the landlord to pay.  I live in a duplex, the landlord and his wife live on the other side.  There is 1 water meter on the building and they pay a flat rate for water usage of $60.00 every quarter (3 months).  He is asking me to pay $10 a month (half) for the water bill.  He would be paying the $60 regardless of whether or not he had a tenant.  On the other hand, there are 2 of them and 1 of me and his wife is home all day doing laundry nearly every day, so they use probably twice as much if not more water than I do, why ask me to pay half?  We have a month-to-month rental agreement and my lease states regarding utilities that "tenant shall be responsible for all uitilities and services incurred in connection with the premises."  I don’t think I should have to pay for half their water.  I already pay a premium for rent and they have also insisted that I pay extra for my internet connection so they can have wireless (which I can’t even use on my old desktop).  Any suggestions?
